A MASSIVE unpaid army of ­workers is to be created from thousands of convicted criminals in a bid to ­kick-start the economy. Multimillion-pound industrial projects will be undertaken by a land army of 100,000 criminals as an ­alternative to custodial sentences.

             

Offenders will be expected to work unpaid for up to seven hours a day in a major plan for them to “pay something back” to society. They will do labouring work on building projects, carry out ­industrial cleaning and clear towns and cities of the blight of graffiti. A huge expansion of the community service or unpaid work scheme will see it double in size as part of the Government’s flagship “rehabi­litation revolution”. Instead of the “soft touch” option of doing several hours community labour a week offenders will work full-time completing up to 240-hour sentences more quickly. Road-sweeping and window cleaning will be replaced by harder manual work, saving the public purse millions as part of Government cost cutting.

            

A Whitehall source revealed: “Putting it simply it is payback time. This policy will send out a very tough message that there is no easy ride and that it is everybody’s ­responsibility to rebuild the economy and the country. “One hundred thousand is a big workforce, almost doubling the 55,000 now sentenced to community service or unpaid work.” Putting criminals to work on ­social housing and even bridge construction has also been considered.

                

The Government wants to completely rebrand community service by toughening up its image and ­cutting costs by up to £40million. Battle-hardened war veterans will be put in charge of criminals ­serving community sentences. Using Afghanistan and Gulf War veterans would also tackle the threat of violence against probation service officers who currently do the job.

The probation service, which has run community sentencing since 1974, says the proposals could break health and safety legislation and threaten the future of paid ­workers. Harry Fletcher, assistant general secretary of the National Association of Probation Officers, said: “This is all about punishment and not rehabilitation but clearly it is ­essential that there is an element of rehabilitation, otherwise individuals are likely to carry on offending.”

An elderly woman died after falling down a manhole outside her house when thugs who had been making her life a misery removed the cover. Popular market trader Jenny Ward, who had manned her stall for 50 years without ever taking a day off sick, was walking home in the dark when she became trapped in the 3ft hole, badly breaking her foot. 

           

Friends said the frightened 80-year-old often waited to return from work late at night, hoping to avoid the yobs outside her house. After falling, Mrs Ward spent three hours trapped in the hole before neighbours heard her desperate cries for help.

             

The pensioner was treated in hospital but later died of a blood clot. Her funeral was on Thursday.

         

Last night it emerged she had suffered regular abuse from the youths, who smashed the glass in her front door when she stood up to them. Last night Mrs Ward’s devastated family called for police to wake up to the ‘disease’ of anti-social behaviour.

Police have been accused of being 'heavy-handed' after sending a riot van to hand out parking tickets at a disabled school. Parents were stunned when the vehicle pulled up as they were helping the children in wheelchairs from the school to their cars. 

             

Officers were accused of being 'rude' for dishing out on the spot penalties as they waited at Hilltop Special School in Maltby near Rotherham. Many of the 90 youngsters at the school are ferried to and fro by council mini buses and taxis - and their drivers were also given stiff warnings.

           

One of the victims Dave Phillips was handed a £30 fixed penalty when he stopped for five minutes to pick up his wheelchair bound son Matthew, aged 16. He had driven 15 miles from his home in Retford, Nottinghamshire, and parked outside the school before being confronted by a police woman. 

              

He said : 'The police response has been heavy handed - and it's the kids they are penalising not us. The police behaviour was unpleasant and completely unnecessary. Nine officers and a police van created an intimidating atmosphere around the school. I was approached by a young policewoman who told me to "move" - not "excuse me sir" -- it was just a total ignorant attitude. I explained to the officer I was going to park here for five minutes to get my son. I said 'He's a wheelchair user and we have got a side loading lift', - "not my problem" was the reply, "move it" so I said 'no, I'm stopping here I'm going to put my son in.' She said: "You shift" and when I pointed to my son in his wheelchair she replied: "Move it." I refused and she gave me a £30 ticket - but it was her attitude that annoyed me more. I've been parking in the same spot for the last 12 years, there are no yellow lines or restrictions to be seen. Nine officers outside a disabled school, it's disgusting . There was no courtesy, if that's public policing it's a disgrace.'

Police have staged a 30-year ‘retreat from the streets’, allowing the ‘disease’ of anti-social behaviour to blight Britain, a devastating report reveals today. Millions of acts of drunken loutishness and vandalism are going unreported as they have become ‘normalised’, it claims.

           

Chief Inspector of Constabulary Sir Denis O’Connor said the basic task of keeping the peace had been relegated to a ‘second-order consideration’ for officers who were obsessed with meeting targets for actual crimes. This had led to officers being pulled off the beat, handing control to yobs and allowing anti-social behaviour to ‘gather momentum’, he said. Sir Denis pointed to the rise of ‘happy slapping’ attacks – where yobs hit strangers, often filming it on a mobile phone – as evidence that random street violence had become commonplace and acceptable.

     

             
The ‘Stop the Rot’ report published by Her Majesty’s Inspectorate of Constabulary showed that last year, 3.5million incidents of anti-social behaviour were reported but this represents only one in four of the estimated real total, meaning an astonishing 14million acts of antisocial behaviour were carried out – that's one every two seconds. The landmark report warned that police forces are routinely ignoring thousands of repeat victims of harassment and thuggery. Forces often mark such calls as ‘low priority’ because they do not qualify as crimes. As a result, no action is taken. Worryingly, less than a third of forces use systems to identify both repeat victims whose lives have been made a misery by a string of incidents, and those such as the disabled who are particularly vulnerable.
             

Sir Denis said a ‘strategic error’ was made in the 1970s, (Fucking Labour!), that downgraded the importance of street patrols. From the late 1990s, (Fucking Labour again!), the relentless focus on crime statistics led to forces neglecting their core duty to keep the peace, he added. ‘The truth is that despite its high public profile in recent years, anti-social behaviour does not have the same status as “crime” for the police,’ he said. ‘The police record of accomplishment and failure has been expressed, increasingly strongly, in terms of crime statistics. ‘Meanwhile, the “non-qualifying” antisocial behaviour issue, and its variants, that signal lack of control on our streets, have grown and evolved in intensity and harm. Anti-social behaviour matters a lot to people but it doesn’t count in the formal system in the same way crime does.’

           

Police were ordered to clock off early to save money - but criminals brand it 'golden hour'

           

The report contains a series of victims’ accounts which Sir Denis described as ‘harrowing’. One unnamed man endured 400 incidents including stones being thrown at his wife. Despite making 200 reports to the police and the council, he said ‘no action’ had been taken. The report revealed a growing gap between what the public wanted, namely ‘boots on the ground’, and what the police were delivering, (No fucking shit!). Sir Denis added: ‘The public do not distinguish between anti-social behaviour and crime, for them it’s really a sliding scale of grief.’ He added: ‘Make no mistake. It requires feet on the street.’ (Errr...... yes, we know!)

The police became the enemy who could no longer be trusted to do the right thing. They have no-one to blame for lack of public trust but themselves and ACPO, who followed Labour's agenda to the letter.

French Senate Ratifies Burkha Ban

                
Wearing a burka in public is set to become illegal across France after senators passed a nationwide ban. The country’s upper house voted by 246 votes to one in favour of the measure, although there were a number of abstentions. This means that a measure banning full face Islamic veils, also including the niqab, taken by the National Assembly, the lower house, in July was ratified.

           

           

It followed President Nicolas Sarkozy pledging to outlaw the ‘walking coffin’ which is ‘not welcome’ in France, and which he blames for causing all kinds of social tensions. Women who defy the planned law face fines of up to £125, or being ordered to attend citizenship classes. If a man, like a husband or a brother, is convicted of forcing a woman to wear a veil he will be fined £24,000 or jailed for a year. These sentences, which would be doubled if the ‘victim’ is a minor, are designed to avoid men subjugating women.
      

The measure will be become effective in the spring of 2011, subject to a six-month period of mediation, and possible appeals. Mr Sarkozy has argued that the law, which would apply to tourists arriving from countries such as Britain, is aimed at getting all Muslims to integrate fully into French society. 
         

The bill was carefully worded to try and avoid such legal problems. It is called ‘Forbidding the Dissimulation of the Face in the Public Space’, and makes no mention of the words ‘woman’or ‘veil’. Because France is a secular society there are no mentions of the words ‘Muslim’ nor ‘Islam’ either.

47% OF VOTERS SAY BRITAIN NEEDS TO PULL OUT OF THE EU

                 

NEARLY half of British voters want the country to quit the European Union, a shock opinion poll revealed last night. A YouGov survey found that 47 per cent of adults would vote in favour of the UK withdrawing from the EU if a referendum on the issue were held. Only a third of those quizzed for the poll said they would vote for Britain to remain within the 27-nation group.

              

Last night, Eurosceptics seized on the poll as evidence of growing disenchantment with Britain’s EU membership. Paul Nuttall, chairman of the UK Independence Party, said: “These poll results just tell us what anybody with eyes to see or ears to hear has known for ages, the people want out of the EU. Britain needs a referendum on continued EU membership, not some makeweight promise from the Government. The fact that in every part of the country there is a majority for leaving says it all.”

                 

The YouGov poll showed that a majority of voters aged over 40 want Britain to quit the EU.  

• 52% of voters aged between 40 and 59 backed withdrawal, and among the over-60s the figure rose to 57%.

• 63% of Tory voters wanted Britain to quit the EU, with 37% of Labour voters in favour of the move. 

• 33% of the Lib Dem supporters quizzed said they would vote against EU membership in a referendum.

The poll result was published last night as ministers released details of a proposed new “referendum lock” law which is designed to stop any further power being handed over to Brussels. The aim is to prevent a repeat of the Lisbon Treaty fiasco which saw Gordon Brown give the EU sweeping powers to meddle in UK affairs but last night Euro-sceptics critics were quick to brand the measure “worthless”. Senior Tory backbencher Douglas Carswell said: “This ‘lock’ is worthless and ministers must know it, under the Lisbon Treaty the EU doesn’t need any more treaties to give itself more powers.”
